to hire Procurement Manager as Strategic business partner for
sourcing within the Resilience GBA', responsible for developing and
implementing regional sourcing strategies aligned with business
area objectives. Leads contract negotiation, local category
management, supplier relationship management, cost analysis, and
supply chain risk management, while ensuring compliance with global
sourcing policies and driving process and performance excellence.
Acts as a key liaison between regional business lines, procurement
leadership, and suppliers to deliver value, innovation, continuous
improvement and billable hours. The Strategic Business Partner will
act as the primary procurement contact for all projects within the
Resilience Business Line (BL), serving as the procurement
management lead throughout the project lifecycle. Leveraging their
strategic expertise, this role will ensure procurement is
recognized as a value-adding function across the business,
developing and implementing regional sourcing strategies aligned
with business and project objectives. The Business Partner will
ensure full compliance with procurement procedures and global
sourcing policies, lead contract negotiations, conduct local
category and supplier relationship management, and drive cost
analysis and supply chain risk management. Working closely with key
stakeholders—including project teams, business area directors,
pursuit teams, legal, finance, and sustainability leads—the
Business Partner will align procurement activities to project
demands, participate actively in project pursuits to help secure
new work, and provide hands-on procurement management through
project execution, engaging additional resources as required. The
role is pivotal in driving best practice procurement management,
continuous improvement, and innovation from pursuit through to
successful delivery, while supporting the achievement of billable
hours targets. Partner will also collaborate with regional and
global procurement teams to harmonize strategies, share market
intelligence, and contribute to procurement maturity across the
organization. This role can be based in any office in the USA and
reports to Regional Procurment Director. Role accountabilities:
Sourcing Business Partner Regional and Country Resilience Business
Line (BL) Sourcing Strategy Development Collaborate with
cross-functional teams to develop and implement sourcing strategies
for assigned categories. BL specific opportunities and projects.
Analyze market trends and supply chain dynamics to inform strategic
sourcing decisions. Collaborate with other BPs in the region and
other regions for best practice exchange and continuous
improvement. Contract Negotiation and Management Lead negotiations
for contracts, ensuring favorable terms and compliance with company
policies. Manage contract lifecycle, including renewals and
amendments, to optimize value. Supplier Relationship Management
Develop and maintain strong relationships with key suppliers in own
area in line with regional supplier segmentation to ensure
alignment with business objectives. Conduct regular supplier
performance evaluations and implement improvement plans in
collaboration with the business stakeholder and QHSE. Stakeholder
Engagement Partner with internal stakeholders of the assigned BA to
understand their needs and provide sourcing solutions that support
business objectives. Supply Chain Risk Management Identify and
mitigate supply chain risks through effective sourcing strategies
and contingency planning in collaboration with Regional Procurement
Director and Sourcing Lead Directs. Monitor and assess geopolitical
and economic factors impacting sourcing decisions. Ensuring
adherence to sourcing policies, procedures, and regulatory
requirements in the area assigned. Collaborate with Sourcing Lead
and Regional Procurement director on initiatives to enhance
sourcing governance and compliance framework within own area. Cost
Analysis and Optimization Conduct cost analyses of 3rd party spend
within own area to identify opportunities for cost savings and
efficiency improvements in collaboration with Sourcing Lead Directs
and Regional Procurement Director. Implement cost optimization
initiatives in alignment with business priorities. ESG in supplier
management Support initiatives aimed at increasing supplier ESG
focus within the sourcing strategy development and implementation,
and post-award contract management in collaboration with Global
Sustainable Procurement and Risk Team. Track and report on progress
towards goals and define and implement intervention plans when
needed. Qualifications & Experience: Education and Experience:
Bachelor’s degree in business, engineering, construction
management, or similar field Min 5 years direct procurement
experience at a senior level. Minimum 2-3 years managing project
procurement Key Skills and Competencies: Demonstrated strong
experience in leading sourcing strategies, complex negotiations,
and supplier relationship management. In-depth knowledge of direct
procurement end-to end processes covering Subcontracts, Sub
Consultancy, Materials and Plant. In-depth professional knowledge
of forms of contract, including Subcontracts, Sub Consultancy and
Professional Services. Experience within environmental engineering,
, or similar sectors highly desirable Strong commercial, financial
and analytical skills; able to interpret spend data and drive
value-based decisions. Proficiency in digital procurement tools and
reporting platforms (e.g., Power BI, e-sourcing suites) Excellent
stakeholder engagement and relationship management skills Strong
communication, negotiation, and conflict resolution capabilities
Strong knowledge of Category Management across multiple categories
Project/program management capabilities, including risk
identification and mitigation. Change management and continuous

that accrue per year. The salary range for this position is $98,000
- $125,000 salaries will vary and are based on several factors,
such as experience, education, budget, internal equity, project and
