Responsibilities

Procurement:

Charged with the responsibility of performing all aspects of procurement transactions up to and including awards for acquisitions at or under the BOP Level I Warrant authority. Primary responsibility involves the administration and execution of personal service contracts, non-personal service contracts, formally advertised and negotiated procurements involving a wide range of materials, services and equipment. Meets with contractors' representatives to negotiate formal contracts. Prepares and submits various procurement reports required by General Services Administration, Department of Justice, etc. Develops new sources of supply by stimulating interest in the bidding. Analyzes industry patterns and practices as well as transportation factors in determining most advantageous awards. Under general supervision, the incumbent prepares, evaluates, and administers procurement actions.

Property:

Responsible for development, implementation, upkeep and overall operation of the SENTRY property management system within the institution; consisting of real property, controlled, capitalized and non-capitalized personal property. Ensures accuracy of documentation and timely recording of orders for capitalized accountable personal property. Maintains perpetual accountability of these assets, including all changes through their cycle. Provides input to computer programming personnel regarding changes to existing programs and when requesting new programs, develops requirements for new or modified programs. Maintains an accurate property inventory by program area and program area location. This includes additional, changes and deletions. Assists in the evaluation, classification, reporting and final disposition of personal property. Reviews potential excess property to determine condition and classification, recommends if property should be declared in excess. Responsible for performing physical inventories of accountable personal property. Provides training in proper methods of performing and reconciling an inventory. Provides technical guidance to those responsible for conducting inventories. Assists in planning, directing, supervising and coordinating programs related to the acquisition, release, construction, renovation, repair, improvement and management of real property of the institution.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

  • Experience with performing procurement transactions at the BOP Level I warrant authority and overseeing the operation of the SENTRY property management system.
  • Experience meeting with contractors representatives to negotiate formal contracts and experience with physical property distribution.
  • Experience preparing terms for contract services to ensure conformance to Federal Acquisitions Regulations and experience in classifying the final disposition of agency property.
  • Experience executing formally advertised contracts for a wide variety of materials and experience maintaining a perpetual accountability of assets through their life cycle.

OR

Combination of Education and Experience:

Have a combination of education and experience. This experience must have equipped you with the qualifications to successfully perform the duties of this position as described above.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
