Plan and conduct financial management studies that involve analysis of complex data and interrelated processes. Develops innovative recommendations for eliminating problems or improvements, and writes reports that document findings and recommendations. 2. Review and analyze data in reports and financial statements and identifies problems, discrepancies, abnormal trends and control weaknesses. Determines if adjustments or corrections are required. Prepare external management reports, statements, supporting schedules, justification, and related documents required by the Office of Management and Budget, Treasury, and/or DOI to ensure date consistency and integrity Salary Information GS-07 $49,322 - $64,114 per annum. GS-09 $60,331 - 113,743 per annum. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."). OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has 6/16/2022 13:10 EDT Page 3 of 6 demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (2) Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. GS-07: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: Experience assisting in the review and analysis of financial data and generating reports; reconciling financial statements and accounts; and applying general accounting principles and practices to identify technical accounting problems and assisting with resolution. GS-09: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: Reviewing and analyzing financial data for accuracy and generating a variety of financial reports; reconciling financial statements and maintaining a general ledger; identifying and resolving technical accounting problems; and applying advanced knowledge of accounting theories, principles, and practices in order to promote the use of proper accounting procedures and methods.Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
